The COVID-19 pandemic is an unprecedented crisis. The crisis has placed a colossal burden on countries, states and territories across the world on how best to ensure public safety. Thus far, experts in renowned medical institutions such as the World Health Organisation (WHO) and the Nigeria Centre for Disease Control (NCDC) have evolved guidelines such as regular hand washing, social distancing and restrictions on mass gatherings. Undoubtedly, the observance or violations of these protocols have potential
implications for public safety.

As electioneering for the Edo and Ondo State governorship elections scheduled for September 19 and October 10, 2020, respectively unfold, stakeholders have variously
expressed worries over growing disregard to the COVID-19 protocols by party leaders and their supporters.

The challenges of conducting elections amid COVID19 pandemic in Nigeria is yet
uncharted water, and only a very few jurisdictions have any experience with this.
